In Decision X/17, the Conference of the Parties emphasized the need for capacity-building, especially in developing country Parties, in particular the least developed countries and small island developing States, as well as Parties with economies in transition, to facilitate implementation of the Strategy.
The fourth meeting of the GSPC Liaison Group considered capacity needs (institutional, technical and financial) in relation to the implementation of each of the 16 targets and noted their links to the 20 Aichi Biodiversity targets.

A regional capacity building workshop on national GSPC implementation for Eastern and Southern Africa was organised by BGCI in early 2012, hosted by the South African National Biodiversity Institute. A report of the workshop can be downloaded here.
A side event on capacity building for GSPC implementation was held at the 16th meeting of the Subsidiary Body for Scientific, Technical and Technological Advice (SBSTTA 16) in Montreal on May 1st 2012. The GSPC toolkit was demonstrated during this event, which also included presentations from a number of other members of the Global Partnership for Plant Conservation (GPPC). These presentations served to highlight the wide range of capacity building initiatives that are being undertaken by the GPPC.

A draft training module on the development of a national response to the GSPC has been developed. The module provides guidelines on identifying relevant GSPC stakeholders and how to carry out a national GSPC audit. It also shows the linkages between the GSPC targets and the Aichi Biodiversity Targets and provides advice and guidance on incorporating GSPC targets into revised and updated NBSAPs.
